Assemblymen DeAngelo and Egan Deliver Another Law to Reign in High Energy Costs and Create Jobs
Gov. Sherrill Signs Bill to Grow Transition Scale Energy Storage Projects

The New Jersey State AFL-CIO applauds the work of our union brothers, Assemblymen Wayne DeAngelo and Kevin Egan, the prime sponsors of the law signed yesterday that will help address the state’s electricity crisis. We also thank Governor Sherrill, for signing this bill and therefore, taking another step forward to achieve her goal to bring down the cost of electricity by strengthening the state’s electric grid and adding capacity.
The law (A-4529: DeAngelo / Egan / Karabinchak / Smith / Burzichelli) allows more battery storage projects to qualify under the Garden State Energy Storage Program (GSESP) and in turn increase New Jersey’s energy capacity and output. Energy storage allows electricity to be stored during periods of high production and low demand and then released during periods of low production and high demand. In 2025, the Legislature created the GSESP that provides financial incentives to large, transmission-scale storage projects. The new law relaxes the programs requirements so that more storage projects will be able to bid into the next stage and extends the deadline to apply.
This law is one of a package of bills sponsored by DeAngelo, the Chairman of the Assembly Telecommunications and Utilities Committee, that will help reign in high energy costs, harden our utility infrastructure and create jobs.
